Pascal Levine


Pascal is a founding partner of DS2 and a Chartered Surveyor with 25 years’ experience in a London planning and development capacity. In his spare time, he manages his son’s Sunday football side, the (DS2 sponsored) Esher Royals U17 in the Surrey Primary league and plays for Claygate Hounds in the Surrey vets league. To wind down, he competes in various off-road / trail races including the Marathon des Sables, Pilgrims and Brecon Ultras – if that is considered ‘winding down’.

History & Experience

Having worked in a London Planning and Development capacity for over 25 years, Pascal has developed excellent relationships with a wide range of London borough housing and planning teams.

Pascal also contributes to a range of professional and business groups including, for example, RICS, IPF and London First. He has recently assisted MHCLG in respect of amendments to the NPPG and the GLA in the evolution of their affordable housing & viability policies.

Pascal has appeared as an Expert Witness at Planning Inquiries & Hearings as well as giving evidence at Examinations in Public for new affordable housing policies & CIL.

Provided planning viability, valuation and affordable housing services in respect of a 979 unit covenant Build-to-Rent mixed-use development on behalf of Delancey and their partners. Ongoing works in respect of CPO valuation advice and viability matters.

North Quay

Development viability (housing and workspace) and affordable housing services on behalf of Canary Wharf Group and their delivery of a three million sq ft mixed use development project in Canary Wharf in the London Borough of Tower Hamlets.

Friary Park

900 unit estate regeneration incorporating a range of services on behalf of Mount Anvil and Catalyst Housing in the London Borough of Ealing.

Nine Elms (Plots B&D)

850 unit Build-to-Rent project with Telford Homes and Greystar delivering valuation, affordable housing and development viability services.
